How is it?
You pay your bus fare by how far you go.
You pay your tram fare by how far you go.
You pay for train fare by how far you go.
You pay your areoplane fare by how far you go.
Freedom of movement, mobility rights or the right to travel is a human right concept that the constitutions of numerous states respect. It asserts that a citizen of a state in which that citizen is present has the liberty to travel, reside in, and/or work in any part of the state where one pleases within the limits of respect for the liberty and rights of others, and to leave that state and return at any time
The state is not stopping people from being able to travel or reside or work.
There are those who assert the tolls are a limitiation to the freedom of movement, but such arguments are fairly weak. Especially given the footpath network. Freedom of movement does not necessarily encompass your right to choose what vehicle you use. Hence I can't drive a tank on the motorway, or a jeep along a bridleway.
Current number of Toll Roads: 1, though historically there were the turnpike roads which were all toll roads.
Spain, for instance their motorway network is all privatised and suffers less congestion and the roads are of a better quality (although that is arguably as they do not suffer from the weather in the same way that British roads do.)
Road pricing: Durham & London, both under the auspices of controlling emissions.
Bridges/Tunnels: ~26

And because They wouldn't lower any other taxes to do it so only the wealthiest would have freedom of movement.

Are you sure you can't take a tank on a motorway? I'm sure I've seen a Warrior racing down the A1.
The emissions argument is a joke they trot out to do whatever they want - eg the proposed slower and wider M1 at tinsley.

Tracking movement isn't limiting your movement.
As it is your movement is tracked thanks to your mobile 'phone. GPS, Bluetooth, Wireless all of these track your movements.
Driving on a motorway or trunk road, look for the green or blue cameras, they are ANPR detectos and monitor where you drive and in what time. Specs do the same. CCTV across the road network, across cities.
Also, walking is still free at the point of entry.
The emission argument isn't a joke, CO2 emissions are linked to speed of the engine, certainly NO, PM10, NHMC and CO are more dependent on driving style and engine size than speed, but that isn't so with CO2. Plus it is simple, if you can take 10 cars off the road and replace it with a bus you make a net gain, you reduce congestion.

Yes I'm aware of the anpr camera dotted around, but I don't normally see them on my cross country backroad dash ;p
And the blue cones meant for traffic flow are only supposed to read the last three letters, or at least that was how they were originally touted.

Blue ones are for speed, you can't reliably count vehicles with cameras. Loops or Radar are better.

I cannot comment on what the Police do and do not do. I can tell you for most purposes CCTV is better than ANPR and it is not a cheap conversion and quite a lot of cameras lack the resolution required for ANPR tracking, facial recognition and what have you, though obviosuly the technology becomes cheaper and more affordable and the high-end becomes better and better.

They might do, Blue oens are owned by TrafficMaster. So they are a private firm and can do whatever they like with the information. Especially as the roads have been defined as "Public Space" so if you can see it capture it you can use it.

I like watching people lay in to UKIP. They're a really insipid party, and pretty much the acceptable face of English* racism.
*Important to note this is not absolving the other areas of the UK from racist idiots. We all have them. But the UK in UKIP is a total misnomer, but then I guess 'London and Home Counties Independence Party' is a bit of a mouthful.

besides I like to spend my spare time making up my figures to paint them (soon), playing World Of Tanks (damn it's become addicative, and you can play it on consoles as well for those less superior to us PC users :D ) or heaven forbid, acutally sleeping ;)

personally I preffered the interface used in 2 and 3, 1 was a very un-intuitive set of controls to me and the engine felt very clunky. And the graphics upgrade made a world of difference.

I have a confession to make. I was pamphleted by UKIP, or rather my house was. Here are what they are saying, bear in mind this is for a Local election:
Spend taxpayers' money on local services, not on foreign wars, foreign aid, wasteful EU membership and wind farm subsidies
Rubbish is blighting our neighbourhoods: UKIP will scrap Labour's green waste tax and restore effective rubbish collection
UKIP is totally opposed to the unfair bedroom tax
Sentences for crime and anti-social behaviour must be meaningful and act as a deterrent
UKIP will do more to incentivise enterprise, attract jobs to the city, and regenerate our local centres
Scrap Labour;s barmy plans to spend £7m on 20mph speed limits across the city: UKIP will spend the money on fixing potholes and improving local transport
Sucessive Lib/Lab/Con Councils have left Birmingham over £1billion in debt. UKIP will focus spending on front-line services that benefit you, not fat-cat management salaries, vanity projects, and political correctness
Immigration is out of control, and is fuelling over-development and the destruction of our green spaces. It's time to take control of our borders
Local services must first be fore the benefit of local people, young and old. UKIP will and health and benefit tourism
Our brave service women and men are being let down by the Establisment. They must have proper care, housing, and jobs when they return home
UKIP will create more Grammar schools and do more to protect our vulnerable children
So lets see:
#1 All those things listed come from central government expenditure and not anything local council can deal with
#2 The two aren't really related. A green tax does not prevent effective collection. But to be fair, the council's current record for rubbish collection is poor, especially now that you have to pay for green (garden) waste to be removed
#3 This is central government decision and not anything local council can deal with, also notice no plans to reverse it
#4 This is a judicary decision and not anything local council can deal with
#5 Find me a local councillor who does not think that this is their remit
#6 This is something that they can do.
#7 This is something that they can do.
#8 Birmingham has no borders with any no UK areas, this is central government decision and not anything local council can deal with
#9 Health/Benefit tourism is a border issue and not anything local council can deal with
#10 No substance here, though notice they lead with service women not service men and women.
#11 Creation of schools is part of the education department's remit and not anything local council can deal with
So bland statements, fear mongering, citing issues that the local council cannot deal with and platitudes. So brilliant work 11 points a third of them about local issues...

The reason I ask, is that I had an argument with one of the whetherspoons in Brum and every mango chuntey tub was off. I mean the pots had clearly blown. The chunet was brown not orange and you could smell it, yet still the bar manager refused to admit that it was off. I was unimpressed.
What is even more strange is that it is just that one 'spoons that I have consistent problems with, like running out of meals (I mean like reordered 3 times each time to be told, erm no sorry) yet the other 4 or 5 in the centre never a problem.
I suppose it goes down to what a difference the management make, so keep up the good work :)

I think it's time for me to be practical and pragmatic and that, and for once, actually vote.....Conservative.
Why such a betrayal of my political leanings? Well, I live in a total Tory stronghold, so my usual Labour vote is arguably wasted. In the general run of things, this doesn't bother me, and I vote Labour anyway. But this time around.....UKIP. Urgh. I hate UKIP. Whilst the Tories might be a shower of excrement, UKIP are far, far worse. Plus, I know any UKIP MEP will do precisely nothing to benefit the country in their position.
Tactical vote - Tory. That vote could be the one that stops UKIP in their tracks.

The area I live in is a Labour stronghold. The labour concil has managed to deliver a poor service to my mind.
The rubbish collection is rubbish and now no longer collecting garden waste for free, isntead a £35 levy to do it which is non-transferable if you move to a different location.
Selling off of the NEC group, a terrible mistake.
The bus lane fiasco, where the prosecuted several thousands of drivers for driving in a bus lane despite being told that the signage was inadequate and so refunded only those who complained.
The "cycling manifesto" which has wasted thousands of pounds painting lines on roads and pavements preventing cyclists from getting where they would want to go, like the town centre, with ASLs where the advanced stop line is inaccessible without breaking the law
The absolute failure to repair my neighbours fence within six months.
Plus labour's anti-grammar school views are something I cannot abide.

But I will destroy my ballet paper for the council election.
It's a straight lib dem / labour fight for the council. Our current councillor or the one up for election anyway is a libdem, and abuses her position too much ( one example moved the existing park from behind her house to a position that had no park. Yes I'm a nimby but why else did she do it? easier tha getting the police to do their job, just move the problem.) Wrote and told her why I wouldn't vote, got the standard thank you for your interest response suggesting they never actually read the letter beyond the sender address.
Under no circumstances will I vote Labour for the council. They're so busy trying to score points off the national government they're letting people suffer.
Also they're responsible for the poor design of our road system, the supertram debts, the stadium fiasco, lack of parking and general anti car policy in the city centre.

Still a fair way behind the BNP. I saw their election broadcast the other night and it was awful. Truly, truly awful. bah he doesn't have a clue does he, people with Downs and Spina are still productive people, they can work just like other people, ok with Downs you can't expect them to handle really complex tasks easily, but they can still interact with people and such.
People with Spina Bifida may end up wheelchair bound, but they are able to communicate and are capable of doing office based work.
So neither can be called a "burden on the state"
But on the other hand those poor souls who are stuck in wheelchairs, unable to feed themselves, talk or perform even the most basic of tasks in life, I do wonder why we make them and the parents suffer, it's cases like that for which I would support euthinasia for.
But making it Compulsary, ugh now we moving into **** Territory and we all know where that leads :(

I've always found the arguments about porn kind of flawed. I mean there is firm evidence that it screwed up pre-teen thinking about sex a lot but the solution to that is better, earlier sex education. The idea that porn is degrading to women rests on the premise that sex is degrading to women. The fact is it is only degrading because culturally we see sex as something that degrades women. If we got over this misogynist nonsense that women are degraded by sex then porn wouldn't be seen as degrading. As it is even if you banned porn, ignoring all the negative problems that would cause, men would STILL degrade women because we have a culture that says they can.

There are times I feel sorry for GW, it is like the time they released an FAQ for a codex that was realsed on that same day. So on the one hand they get lamblasted for being slow to pick up faqs then on the other get slammed for a sloppy release. Now to be fair what was faqed should have been addressed in the codex originally, but we often see that this is not the case so a rapid response is good.

I can agree with that, complaining when they try to fix things is pretty silly. but when the changes make no sense and we dont even get the designers notes anymore....thats what irks must people really, the complete lack of communication.
Take the digital editions for example. Eddie on the facebook page was the best thing that has happened at GW in years, for the simple reason that he would respond and interact with the fans....the result, Some higher up at GW twists their underwear in a knot and it all goes away (with none of the replacement that certain posters assumed was coming returning)

I think Eddie was a good thing too. I think that there is a bit of a disparity between upper management and the rest at GWHQ, actually I should phrase that stronger, it does exist, one pushes in one direction (usually in the "community" direction for want of a better phrase) the other in another (£).
The weekly release schedule was one of these upper management brain childs. But thankfully, it seems to have worked quite nicely, well the 40k side at least, I don't pay much/any attention to WFB.
The community like to feel like their voice is being listened to, and I think a lot of people treat GW as a couple of guys sat round with beer and crisps rather than a multi-national organisation. It would be good if they could ressurect an eddie type to respond to everyone but the amount of calls that they would get eddie would need to be a team of about 50 people...

When I first learned of the weekly release schedule I was opposed to it, I thought it was a silly idea.
My first thought was most people get paid monthly and still have a fixed hobby budget, so having four/five drops instead of the one wouldn't then cause people to spend 4x the amount each month. What it has done, is made it quite exciting to see what is happening and tied in with the weekly newsletter/wd thingy has made a more sustatined hobby excitement, which I something I didn't account for. When it was just weekly dataslates I was like o-oh but then we had some big ones.

ultimately we wont really change anything, it is what it is, but the understanding of why is important to understand the behaviour of both the community and GW towards each other

In itunes I can buy a track for 99c or 99p, which owing to currency fluctuations means that I can sometimes be paying a third more for the same digital track that costs no more or less to deliver to me, yet we don't see a big rally against apple. Nor in the way they have a completely closed market, and overly expensive pcs.
Or how I can buy a dvd in americas and it won't work in my european player, or how I can buy dog food that is branded for working dogs and avoid paying tax on it despite it being almost identical to their "non-working dog" receipe!

Barely move in London. I get dropped off by my coach at Canary Wharf, and then it's a 10 minute walk to my office. Boris Bike really isn't required.

I have no SO, and no dependants. Immediate family of three, so few pressies to buy.
Reckon I'm going to have to do the right thing and donate a decent chunk of it to a children's charity. One that ensures the poorest of poor little sods actually get something from Santa at Christmas. And by donate, I mean go out and buy toys, rather than the (to me) slightly cold giving of cash. That way, kid is getting something I reckon is well cool, rather than a sterile, mass bought because the money goes a bit further* gift.
*Nowt wrong with that for charities mind!

Scenario one would be accurate, however as a company we've managed for the entirety of my employment to date to manage without air freshener in the building. No idea where it appeared from. Upon returning from outside where I'd won the battle with my stomach over whether to disgorge its contents or not I offered to vomit profusely next time it is used.
