ill wait for the inquest but at the moment it looks like a failed pump caused this.
Im surprised there wasnt a deadmans switch on the tubes though something that shuts off the ride if they go over 90 degrees and drains the water or inflated airbags or something

It wasn't mentioned in the linked news article, but they'd previously had mechanical issues on that same ride in the same place twice before. Six people were in the raft, the two smallest were thrown clear and survived, two were thrown and killed, and two more were recovered from underneath the raft, but it's not implied that they drowned. It seems likely that where was some underlying issue that caused a catastrophic failure, bypassing the safety mechanisms.
