edit: assuming the premise that it WAS chambers work, and therefore leaked by him, I still dont buy it and Ive never seen non-circumstantial evidence for it

Can't find a full list of rumors from the time, but I'm pretty sure Precision Shot wasn't one of them.
As to the Cerebore, Tyranid transports, etc. - remember, just because we don't see something from GW doesn't mean it wasn't in the pipeline at some point, or isn't still in there, held for a future release. Recall those Centurion-esque sketches that were floating around for, what, ten years or so before we saw the models?
You'd be surprised what Def knows.

Rogue Trader was fully compatible with whatever version of WFB was out at the time. I know because my friends and I used to play Space Marines versus Dwarves & such. The old Realm of Chaos tomes also mixed the two systems. Allowing Fantasy Chaos characters to be gifted with 40K weapons.
Not saying it would be a good idea to go back to that at all, but the history is there.
I still have the old Warhammer Siege book that had rules for both. Space Marines assaulting fantasy castles for the win.
There are reasons the two rulesets diverged though. On the other hand, for some time now Fantasy has been way behind 40k in sales, so it wouldn't surprise me if at some point they shake things up to make it more 40kish.
There was a leaked set of rules for 5th and 6th edition. Both had ideas that made the final version. Like evade in the 6th set, which became jink. I don't think any actual rules made it. I'd have to check with someone who will admit to having a copy. I think the 2d6 blast scatter was in the 5th version.
There are lots of theories about where the rules came from but I don't buy someone did all that work just for Lols. I do recall GW publicly denied the 6th set, on Facebook.
If 7th ed is going to hit in June surely we are due a leaked set about now
