You must declare attacks to be directed at a character prior to the To Hit Roll is made. There are cases were only the character maybe targeted, most notably Ogres or characters on large base mounts.
The only time there are spill over wounds that go to characters are from Undead Instability where all the models in a unit crumbles, then the excess wounds go to the character.
It's why lance formation is such a pain, brets can stack their front row with characters and you have to wade through them to get to the easier knights behind.
