When a Captain is equipped with bike it says a squad of bikes with at least 5 models may be taken as troops. Does the attack bike count as two models? So three bikes and one attack bike form a unit to be taken as troops.

Oh, i should probably mention that somewhere it says they count as 2 models when you are using combat squads.

The rules for making Combat Squads from Bike Squads are clearly stated on page 68 of the Space Marine Codex. You might want to read that carefully yourself.

His question wasn't as much about combat squads though, as whether or not the attack bike counted as 2 models for all other considerations of unit size.

The real question was: Is 3 bikes + 1 attack bike a viable Troops choice if you have a Captain on Bike?
And the answer is: No, it does not have 5 models.
However, as gwensdad pointed out: 8 bikes + 1 attack bike can be combat squaded in such a way as to get a scoring unit of 3 bikes + 1 attack bike (with the other squad being 5 bikes.)
They aren't really the same. One would let you spam squads of 3+1 for Troops choices. The other requires a squad of 5 additional bikes for every scoring 3+1 squad.
