Well it did say released on the 8th in the WD, could be there is no pre-order for it. I think that happened with Crusade of Fire or Death from the Skies?

Looks like it contains ways to change the force organisation to tailor more towards a true ghost army. Says it contains alterations and additions to Codex Eldar.
