Okay with Marine bikes how does shooting work with the bolters on the bike? Can the Marine move and fire the max range of the bolter due to relentless or not?

The bolters, as rapid fire weapons, are unaffected by moving regardless. However, the Relentless conferred by a bike does apply to weapons modeled on the bike as well as carried by a rider, yes.
