I'm a new IG player and new to 40k. I making a penal legion unit and The new model of Harker fits in perfect. This might be a stupid question, but it doesn't hurt to ask. Can he be placed in a PL unit? And do they all have to carry lasguns?

Harker is a Veteran Squad unit upgrade (similar to Chronus or Telion in the SM) so you cannot place him in a PL squad.

That being said, you could do some "Counts as" shenanigans and make a penal squad out of a veteran unit and say that they have been through many battles (think about the old roman gladiator having to survive 100 battles to be set free).

You could just use your Penal Legion squad as a Veteran squad and build another penal legion squad
