Well, they're basically just a Heavy Weapon that doesn't directly cause wounds, so I think they can Snap Fire.

However, Snap Fire is always at BS1. Things that don't use BS can't Snap Fire. So either it hits on a 6+, or if it doesn't use BS then you actually can't Snap Fire.

Seekers can hit a snap fired marker light at BS5!

Looking at the Tau codex right now. It absolutely does not say marker lights hit on a 4+, add a counter on a 4+, or anything of that nature. If you hit with a marker light (said marker light being fired like any other weapon) you add a counter to the target. Yes you can snap shot, but you hit on a 6 like everyone else, and improving your BS with marker light hit on snap shots does nothing. You hit with a seeker missile at BS 5 afterwards, as long as it is not on overwatch.
