Can lords and heros issue a reform in a unit it has joined, without a champion?

I just wonder because under reform it stats that the leader issues the reform. It does not say champion, so I figure anyone with a leader statues in the unit can issue one.

You do not need a champion or any character in order to reform a unit.
The only requirement to do with reforms is that you have to have a Musician if you wish to make a swift reform
