The mods are very unbiased in their rulings and do a very good job. I've never felt that they have handled a situation unfairly. even the ones where I have been on the receiving end of the mod hammer.

Yup. The rules can't really be any clearer. There is simply no way to hold back a non-infiltrating unit to deploy with the infiltrating character. That's it.
Sadly I'm getting the impression that some have decided it should be doable, and just stick to that.
And you know, fair enough really. House rule it. But apparently it's been going on for over two years, when all you had to do was read what is actually there.

Infiltrate clearly says they deploy last. After all other units. Thus for your example, by the time the Scouts are deployed (assuming of course they're infiltrating. You don't have to!) then Draigo is either a) already deployed or b) declared to be in Reserve. There's simply no way to hold a non-infiltrate unit back to be deployed during Infiltrator deployment.
