The double attacks certainly takes me back to the days of the Eye of Terror Codex with the 13th Company. Mark of the Wulfen gave all characters (including squad leaders) +D3 attacks. Coupled with Lightning claws or a Powerfist, they took out just about anything.
An army of Wulfen will probably be equally as silly as the original 13th Company (which were fun, but silly). I routinely reached close combat with less than a dozen models (and with only a squad of Long Fangs for supporting fire), and would table opponents easily. Different game back then, but, if I'm reading the rules right, it's possible to get 10 TH attacks of 14 Frostclaw attacks (leader) on the charge... from one model. Maybe not effective, but will certainly be entertaining if even a few models make it across the table.

4+ save neuters (PUN!) them somewhat by reducing resilience.
Sure. They're still pretty tough with 2 Wounds and I suspect FnP, but I can think of a fair number of S8 AP4 weapons which just came into their own :)

That line about brothers returning after 10k years, is it possible that Leman Russ himself might return and be playable in 40K? Or did I totally miss something in the fluff for the Space Wolves?

10 000 years ago the thirteent great company of the spacewolves was lost when they chased the Thousand sons into the warp. They ahd a great many wulfen. Now, Wulfen are returning, So probably the 13'th company is returning.
