Re-rolls to hits because of higher initiative?

I have read many references to re-rolling fail to hit rolls when a model's initiative is higher, can someone point me to the page this rule is on in the BRB Or is it something specific to a particular army?

pg 66......however it only applies to models with 1st strike and also have equal or higher initiative then thier target.
