I need to know if u can use the same power twice in one turn?

I would say yes and no- There is no rule against it, but all the shooting attacks are just that- shooting attacks, and thus take up the entirety of the Librarian's shooting phase (you can only shoot one weapon per turn- Page 17 of the BRB).

With the others, there's no point to casting them twice, unless you fail the first time.

Plus, in general you may only use a psychic shooting power once. Any other powers may be used repeatedly, if you can take multiple tests.
