Due to assassins "Independent Operative" special rule (model with this special rule can never be joined by another character) could you join the assassin to another squad (e.g. a tactical squad) and then have a character (e.g. a captain) also join the squad, as the captain would not be joining the assassin but the unit?

Nope.

The assassin can never be in a unit with a character, including a sergeant in a tactical squad - no matter how you phrase it.

However, if you had a 10 man tac squad that combat squaded, the assassin could join the 5-man unit without the sergeant.

No, assassins are not independent characters so they cannot join another unit. The independent operative rule is just stating that Independent characters cannot join their unit (As they are a unit of 1 model)
