What is a surface that Superglue won't stick to?

Some plastics (soda bottles, PVC, etc.) it depends on the brand of glue you are using so some experimentation will be needed.

In my experience? White metal which has already been superglued once. :)

Superglue has trouble sticking to itself.
It also doesn't like certain types of pvc. The "wet shower-curtain" smell types.

Superglue doesn't like teflon, nylon, highly flexible or self lubricating plastics.
Try dusting metal models with a little baking soda when the joints are still wet with superglue, and you'll be amazed how well they hold together, particularly if you re-wet the joint with superglue.:D

You only want baking soda on one side otherwise though it will dry up on itself before you can stick it togehter

super glue also struggles with wood. i.e. dowel rods, balsa rods, etc. the wood tends to absorb the glue before a join can form.
