what is the difference between a teleport homer and a locator beacon.

It's in the relevant codex, not the main rulebook. The difference is that a teleport homer only prevents scatter for units that are Deep Striking via teleportation, whereas a locator beacon prevents scatter for units that are Deep Striking via any means.

unless its a silly-BA locator that dosnt work for pods or jump packs :(

That's because they are too busy looking at them selfs in the mirror! (metro-marines, in Space!) Which apperently helps since their DS is only a single d6 scatter!
