I have a friend who has been trying to find this figure for years. He saw it in the Elder book he has that is 15 years old. I have come across images of this figure, but have not been able to figure out what set he might belong to so that we can try to find him to buy. Any info on this would be awesome! Thanks!

It's a 2nd edition eldar scout, might be a conversion though as I think it came with 2 pistols! Search on ebay for "eldar scout" and you should find a couple of likely options.

If you're looking on ebay try search terms like "rogue trader eldar ranger" "rogue trader eldar scout" "eldar scout" and "eldar ranger". There's one here (http://www.ebay.com.au/itm/1-x-Classic-Metal-Warhammer-40-000-Eldar-Ranger-OOP-B-/151875822419?hash=item235c812353:g:KQEAAOSw9r1WEqK j) by his lonesome, though sans modifications of course. Most others will likely come in lots (http://www.ebay.com.au/itm/METAL-ROGUE-TRADER-ELDAR-SCOUTS-GW-WARHAMMER-40K-417-/361357595672?hash=item5422975418:g:fxMAAOSwHnFVwnw 5) with other, similar figures which may be better as would have some of the parts to modify to your original picture (he has the gun from the figure in the top left of my pic).
