Attack Questions

So I have 2 questions that I'm sure are simple but I need to double check because I'm really not sure the answers since this doesn't normally come up for me.

1) If I take a captain with a power fist and lightning claw as well as a storm shield, will the captain get an additional attack from having 2 specialist weapons?

2) Are the additional attacks from things like a bolt pistol and sword built into the stat line of named characters? I'm specifically wondering this regarding Mephiston.

1) No. The Stormshield prevents you from claiming an additional attack:


In addition, a model equipped with a storm shield can never claim the +1 Attack for being armed with two Melee weapons in an*assault.

If you just had Lightning claws and power fist you would get +1 attack (as both are specialist weapons).

2) No they are not, they are always extra. Statline is only base attacks. If a bonus is already figured in it says so in the text.
