Scions of the Forge

How does Scions of the Forge out of Clan Raukaan work now? With Techmarines actually taking up a FoC slot now in the new Space Marines, can we still get 2 FoC free Techmarines for each HQ? If so, I am assuming that only in a CAD and not the Demi-Company or am I wrong?
