Why wouldnt GW release some free formations for every codex (temporarily)

It seems to me a great way to make money and balance some of the imbalance. I don't claim to know much about hardcore 40k but is it safe to assume that most of the new formations would crush any race/faction/codex that have none?

Because they don't know what the word "free" means.

They do, in the good old days White Dwarf gave away free datasheets, even experimental rules similiar to the free ones available on forge world.

But, the question is why would they give it away for free when they can just sell it instead? After all these take man hours to design test and produce.

that disagree on issues of balance, but there seems to be no consensus of what balance is or how it is achieved therefore a dataslate/formation might not sort that out.

The only real reason there is ever an argument about balance is the existence of a handful of posters that cant stand the idea of anyone being critical of GW

can you make a winning blood angels list vs the upcoming formations for non specific chapters? seems unfair in the adv of formations... isnt some rules better than none? or for codex that have NO formations?
