Ordnance Vs Primary Weapon

Just curious as to what people think if the Imperial Gua- Astra Militarum's Leman Russ Battle Tank had a special rule stating it treated any weapon with the type Ordnance as instead as the Primary. (Allowing it to fire all other weapons at full Balistic Skill.) What do people think? Would it be to broken? Glaring flaws? Just thinking out loud and wondering what others think.

Well, the only non-Super-Heavy to have a Primary Weapon has the thing downgrade its Str and AP when it fires.
