This is a review of a recent project a friend of mine commissioned Blue Table Painting, a large commission based company in Utah, USA to complete for him. Be warned its a long video but contains a lot of very useful info, do not fall into the trap of using these guys they are total con-merchants! Hope he gets a refund!

Apparently he got ripped off of about 8000usd in the end which is very sad.. Other gamers should be warned of this. BTP are emailing him every day at the moment saying they are working on a response. That Sean guy also tried telling him his Magma Cannon looks exactly like the one in Tamurkhan. What a bunch of dishonest crooks. They also just posted a long winded video of BTP Sean talking about how great their commission service is and what it entails, as if to point the finger at this poor guy they have ripped off. Totally insane!

He's your friend, right?
For $8,000 USD, he should hire a lawyer to draft a Demand Letter specifying the issues and expected resolution (refund of services paid but not performed), and failing that, take them to court.
The basic issue is that he paid (a lot!) for a significantly higher level of service (4 or 6) than what was delivered (2-3 or 3-5), and BTP refused (or was unable) to correct things. Therefore, this is a straightforward breach of contract / failure to deliver / fraud case that should be easy to resolve. And the lack of basecoat? That's a major hit in quality.
Go through each model / unit, and specify exactly what was expected and requested, what was paid for, what was delivered, what resolution was attempted, which instructions and corrections were ignored, etc. and how he was financially harmed by overpaying for services not delivered, along with generally shoddy work.
