Does this power works in both players turn? i mean, does the duration of the effect stay for both assaults in my turn and opponents turn? Cause the codex says

"The power is used at the start of the librarian assault phase... for the remainder of that assault phase"

So my guess is that it works only on my turns assault... and since i cant cast powers on opponents turn...

I think you've got it exactly right. It can only be cast in the librarian's Assault phase, meaning your turn, and it only lasts until the end of that Assault phase, meaning it's worn off by the time of your opponent's Assault phase. So at best you can only keep it up for every other Assault phase.
