Outflank IC's and double force org question.

When a character with outflank joins a unit he confers it to the unit, what I want to know is if I am running double FoC, and intend to have a character with outflank join a unit in the other FoC. Can they deploy using outflank or does the character from another FoC join the unit on the first turn after they are already on the table?

But a Formation may require or limit an IC to deploying with a specific unit in its Formation Detachment. That would be the only other case besides Ally Relationships that may limit it.
