I'm having trouble understanding the ally rules a little bit. So on pg 122 of the brb it states, under the allied detachment, that all units chosen must have a different faction to any of the units in your primary detachment. Then on page126 it states that dark eldar are battle brothers with dark eldar. So my question is, can I take a cad of DE with an allied detachment of dark eldar or not? I see a lot of lists online that seem to be doing this but with the definition of factions on pg 118, I'm not quite sure this is allowed. I ask because I couldn't find a straight up answer when I searched the BOLS forums. My buddies and I play 1 CAD and 1AD only so I just wanted to clarify. Thanks for the help in advance!

You can NOT take an Allied Detachment of DE if your Primary Detachment (in most cases a CAD) is DE. The rule you mentioned indeed requires Allied Detachments to be of a Faction other than your Primary Detachment.
The reason why DE is marked as Battle Brothers with themselves are for cases of multiple CADs and Formations.

Hyudun has it right on.
You can have multiple Combined Arms Detachments of the same faction at any point level (in 6th you could only add a 2nd one at 2,000pts)

There are exceptions too. If your supplement says they can be allies, as it does with Black Legion and Crimson Slaughter with Chaos Space Marines. In such cases, yes, you can take them as an allied detachment rather than a combined arms.

Not forgetting that allies can still also be taken as Combined Arms, they don't have to be an 'Allied' Detachment.
