So.....I'm currently looking at putting together like a Speed army. Fluff wise but Codex legal. Chaos is out the door and I currently play Tau so they are out too. Any recommendations? Looking at about 500-1000 pts in total for this.

Well since you cut out some of the more obvious ones a Saim-Hann Eldar force. Speed is their thing after all. A White Scars biker force is good too. Dark Eldar are fast but playing them currently seems like playing in hard mode.

Necrons....been there, played them. I just can't see how to go pure speed. BUT, it is a great idea as well!

Dark Eldar...
In this point range they do pretty good as they still can deal with a lot that could be (reasonable) thrown in their way.

Something like:

Haemonculus + 4 Trueborn with Splintercannons on a Venom with Splintercannons
3x10 Kabalites with Splintercannons and Splinterracks on Raiders
2x Ravager with Flickerfields
3x Reavers with Heatlance

are around 1k points, pretty fast and quite capable of dealing with nearly everything.

Dark Eldar! I remember once at a tournament seeing a guy come at my buddy (playing SW) with a super crazy fast DE force. My buddy was literally sweating as he was being swarmed.

Mind you the DE got the crap beat out of them, but it was easily the most fun either of them had at the tournament that day :P

Necron overlord in a Catacomb Command Barge- Fast and a hard unit to take down especially for 1000 points armies

Warrior units with night scythes-super fast transports

Annihilation Barges-can move 12 and snap soot which is still good for Tesla destructor :)

Oh I know! I've played Crons. But was more looking at very minimum troops. Necrons have the same tricks. Think more of the lines of Deathwing or something like that.
