In the new Rulebook it states:
The Ballistic Skill of a model firing a Snap Shot can only be modified by special rules that specifically state that they affect Snap Shots, along with any other restrictions (some may only modify Ballistic Skill when firing Overwatch Snap Shots, for example). If a special rule doesn’t specifically state that it affects Snap Shots, then the Snap Shot is resolved at Ballistic Skill 1.

That last sentence - If a special rule doesn’t specifically state that it affects Snap Shots, then the Snap Shot is resolved at Ballistic Skill 1.

Does bolter drill, or anything like it effect snap shots?

That last sentence, like the whole paragraph, is referring to things that modify Ballistic Skill.

When you take Snap Shots, you resolve them at Ballistic Skill 1. However, Ballistic Skill 1 doesn't at any point disallow you from taking advantage of any re-rolls you may have available.

So things like Bolter Drill, Deathwing Assault, Preferred Enemy or just plain old Twin-Linked will still let you re-roll 1s or re-roll all misses, depending on the rule.

Obvious exception: the re-roll you get from being Ballistic Skill 6 or higher, because when you're shooting at Ballistic Skill 1, that Ballistic Skill 6 don't mean a thing.
