Necron D-Ark Question

Greetings!

I have a question that has been a source of vexation for my gaming friends, and I was hoping someone here might be able to help.

The Necron Doomsday Ark has 2 weapon profiles for the Cannon, moved and stationary.
Now, does it count as stationary on the first turn, thus allowing it to rain STR:9 AP:1 goodness upon the battlefield, or is it counted as having "moved onto the battlefield", thereby shortening its' range and sapping the strength?

Even if it moved on to the board for deployment, in the first turn movement phase if you don't move it then you fire at str 9 ap 1.

yeah, and even turning/pivoting keeps the unit stationary for the purposes of shooting :)
