i play a peniel legoin army and thoat i would use wardens as commisars, i would use the gunners from a valkuri and give them bolt pistels and power mauls as power weapons ( to beat the sorry lot into fighting) my question is that legel,do i have to use commisar models?

As long as you make it clear to your opponent that "these guys with bolt pistols and power mauls" are your commissars, you should have no problem doing that. It sounds like a cool conversion idea.
