I will use tatical marine as a exsample

Wargear
Power Armour
Boltgun
Bolt pistol
Frag/Krak Grenades

Now i look at the chainsword option for the sergeant you can remove the bolt pistol so does that meen he can hold a boltgun with 1 hand and a chainsword with the other and due to the rule that to use a weapon you must have it on the model would i use a model with each hand holding the weapons?

i always assuming a boltgun needs both hands to use.

Nope. Space Marines are the type of badasses that can one-wield a boltgun without any problems. So you can have a bolter and a chainsword, no problem - but that doesn't give you any bonus (only a pistol & close combat weapon give you the +1 attack). However, it's a decent trick to pull with Powerfist armed sergeants, since a PF doesn't give you a +1 for two cc weapons, because it's a specialist weapon (of which you require 2 to get the +1 A).

So yeah, only give the guy a boltgun and powerfist (or any specialist weapon) for that; or go for a regular bolt pistol & chainsword for the normal +1 attack. One way gives you a little extra oompfg in ranged attacks, the other in close combat.

Don't use powerfists on sergeants, they will die. You will get challenged and everybody and his uncle will go before you, killing you first. Power sword is better. At least that's going to cut through anything up to a MeQ and still go on I4. In 5ed I had power fists on my sarges, they still do because I don't want to risk messing them up by pulling their arms off. But I wish they didn't. May have to buy me a combat squad and flog my old sarges. Or a full tac squad of course and convert the lot to squad leaders.
