Listbuilding Advice: Newb with Massive Haul of IG/Marine Models

I picked up a massive score of Imperial Guard and Space Marine figures during the flea market of a con this weekend. It's approximately 4k+ points of IG and 1K+ of Marines. Here is what is included:

Any advice on some 1850 pt. and 3000 pt. beginner lists using this massive pool of models? Not willing to put in more cash until I am sure 6th Ed. is for me. I used to play 40K a lot back in the 3rd/4th Ed. days but have been out of the game since so it's been a while. Thanks for any advice you can offer!!

Also, are there online or iOS based army list builders that people like for 40K? I play a lot of Infinity and am really spoiled by the army list tool on their website.
