Absolutely Salamanders. There's an illustration of a marine with a drake-scale veil like that in Massacre.

Yeah, definitely Salamanders, I can't remember the name of them but they are also in the HH Novel Vulkan Lives, they wear fancy drake scale face thingies.... :)
