Cypher and black legion

The dataslate states that cypher can join CSM but I have doubts if he can be fielded in a black legion army, which uses CSM book, but is not called the same.

Also, if it is possible to field cypher in this army, would the chosen taken with cypher be troop choices (meaning, scoring units)?

What about a CSM army with Abbadon as the warlord. Would cypher's chosen be troops in this army?

The Chosen that are scoring are those taken as part of that detachment. Since Cypher's Fallen are taken from a dataslate and not from the CSM or BL detachment, they would not be scoring.

BL is treated as a CSM army for ally purposes, so I would expect that Cypher could join them. If it were otherwise, then you would always have the issue where a dataslate adds a new formation or unit, and any future supplement Codices could not use that dataslate because they are not specifically mentioned in the dataslate. Instead, they will just have supplemental Codices count as their parent codex for purposes of dataslates.
