Issue 400 of White Dwarf?

I think I am really late to the party on this one, but a search didn't yield any results.

Does anyone know why Issue 400 of White Dwarf is considered the 400th issue?

They stopped numbering them in the new format (except for this one), but it appears to actually be issue 399 instead of 400.

This is GW, you shouldn't expect accuracy in their written materials.

To me it doesn't matter what issue number it is since I stop buying White Dwarf back around 1999, when GW decided to make it a pay for advertisement instead of being a gaming magazine.

It was great once then the new GW got it hands onto it and like so many other things trashed it.
