Index Chaotica - Eye of Terror : what is in it?

Hello - is this strictly fluff? Same question with the other mini-supplements - Noise Marines, Fabius Bile, etc. Data Slate Be'Lakor specifically says it has rules, for example.

Its just fluff, only supplements, codices and now dataslates, have rules in them, the other digital products are all fluff

"Dataslate" is a new thing as of today, and Be'lakor doesn't have "Index Chaotica" anywhere in his title.
