Its a conversion. The crenellations are from the Fortress of Redemption, the base parts are from the cities of death manufactorum. Not sure about the sat dish, it may just be hand made, its a bit plain compared to most 40k stuff.

It might be me, but I don't recognise the Sniper model here: http://www.youtube.com/watch?feature=player_embedded&v=xergEXI-Zu4#t=27.

It seems to be a generic sniper, but looking at the leg it seems to wear carapace armour instead of Flak Armour.

Might it be new Imperial Guard?

Guard Supplement (seems a bit weird to me considering a new codex is expected somewhere in the next couple of months)?

Apocalypse expansion (Warzone: Hydra Cordatus)?

At least it definately has my attention.

the Sniper is from 4th ed. I believe. It's been there for quite a long time. You've probably never seen it because very few people take sniper rifles in guard blobs or even single squads.

Edit: the link is to the US website, if it doesn't take you to the models, then go to Imperial Guard > Troops > and under the Catachan's you'll see the blister for them, it comes with two snipers one with his foot on the rock, which i think is the model in the video.
