Possibly a stupid question. But psychic shooting attacks - do you have to roll psychic test, and then roll to hit as well?
Avenger is a template, so not for that. Smite is shots, so yes.

With only a handful for exceptions, all Psychic powers must roll a test. That determines whether a power manifests at all, so only after they succeed on their psychic test can they use the power. If the shooting power is resolved as a shooting attack (i.e. range, strength, AP, and weapon type characteristics) and not merely used in the shooting phase or counting as shooting, then yes, they must then roll to hit (or scatter) as appropriate.

Think of it as a ranged weapon that requires a psychic test just to use. So you take the test, then fire the weapon as normal if you pass (rolling to hit, wound, taking saves, etc).
to speak in a more mechanics way:
the psychic test is required to summon the weapon into existance. then you use it like normal. this is one reason why current warpblast is such a joke against vehicles (psychic test, AND to hit on 4+ just for a plain old s10 hit :( ).

There are some exceptions. Notably, for Eldar, while both Mind War and Eldritch Storm count as psychic shooting attacks, you don't need to roll to hit. This is made pretty clear in their rules, of course.

To be more precise, it is made clear when you don't need to roll to hit.

No as Eldritch Storm 'counts as' a blast weapon.
Blast weapons do not roll to hit, instead they scatter.
