I believe that's a stake crossbow - the same weapon, but not in combi-weapon form.

...oh I always thought it had the bolt part fair enough, but yeah thats what the "crossbow" section should sorta look like.

AFAIK That's an old auxiliary grenade launcher, the model daboarder is referring to is likely the Hereticus Inquisitor in Grey Knights. Condemnors "traditionally" are a crossbow-bolter combo, nonetheless the power maul sister you mentioned would be great converted as a pneumatic harpoon psyker hunter.

Thanks everyone for your help. There is a side view of the weapon in the Grey a Knights Codex. It is just a small crossbow on top of the bolter. What are some ways to model this?

Try experimenting with some plastic crossbow bits, perhaps from the Empire crossbowmen kit.
