Question about Tau plasma weapons/markerlights vs plasma syphon

sorry if this has been covered before, but how does this work???, do you make the tau BS1 first and then can use marker lights to improve their BS or do you use the markerlights first and then reduce the Bs to 1?

BRB, pg 2, under Multiple Modifiers: "If a model has a combination of rules or wargear that modify a characteristic, first apply any multipliers, than apply any additions or subtractions, and finally apply any set values." So the Syphon would set their BS to 1 regardless of markerlight additions.
