Can a unit start the game embarked on a Stormraven?

I understand that if a transport is a dedicated transport then only the unit it was bought for are allowed to start the game embarked upon it.

However, I wanted to know if a transport that wasn't bought as a dedicated transport (such as a Stormraven) can start the game or come in from reserve with a unit already embarked in it.

Dedicated Transports are just for Force Organisation Chart purposes.

hey, my buddy made a lictor come out of area terrain that was created by a wrecked vehicle. the opponent went: he cant come outta there, this just happened!
my buddy goes: ha, he was hiding and clinging on that thing for 2 months now!
