what would you use for them?

Are thinking what miniature to use for them or what rules to use? Rules wise, using the effects of The Penitent (Witch Hunters) or the effects of a Psychic Hood. Miniatures wise, probably something from the fantasy line with some conversions.

For minis I have seen Dark Eldar mixed with wood elf pieces look nice.

personnaly i see them as a preheresy SoB so maybe get them and stud their armour ect and use SoB rules

Dark eldar warriors using the top knot head and GS a mask on with imperial laspistols and ccw

The armor of the two groups is very different, from the shoulders, the elbowpads, the legs, and especially the helmets and neckguard... if you used Sororitas models you'd have to make some EXTREME changes to make them look remotely like Sisters of Silence.
