So I'd be interested in getting some Shining Spears for my Biel Tan army, but I can't stand the existing modes. I'm curious if anyone has any thoughts for conversions, or has seen anything in the way of 3rd party models that would work well.

Spellcrow recently came out with these - http://www.spellcrow.com/space-elves-bike-pilots-p-177.html which wouldn't look out of place as Shining spears. Course you are still left with the problem of where you're getting the lances from.

Conversion wise, you could experiment with Dark Elf Cold Ones, and the High Elf Cavalry, knock up some Exodites to use in their place?

I personally hate Eldar jetbiker helmets. I just want to put that out there.
I mean, I hate most Eldar helmets, but jetbiker helmets especially.
They make Eldar look like this:

But if you do have a thing for Eldar helmets, then why not just combine Guardians with Dark Eldar Reaver jetbikers? You can replace the jetbike's splinter rifles with the Guardian's shuriken catapults. It's mainly the rider's arms and legs which you need so why not just use a bit of green stuff to make them more in-style with Guardian armour?

And going down the Exodite route once again....
Seems Lizardmen are getting plastic Terradons. Might be able to make use of those, to get the flying vibe.

For more of an Aspect Warrior feel, how about just mixing Dire Avenger torsos and heads, and then for the lances, you could use the DA exarch spear/glaive, and then modify the blade on the tip, or go with some Silver Helm spears.

Actually I was considering exactly this. I've had good luck converting better looking GJBs by adding a normal Guardian torso and head. Those Spellcrow torsos don't look too shabby though, and I could still use the power spear/glaive from the DA exarch, or I might have some DE spears left from my DE Cold One-riding Beastmasters.

You could always dip into the Fantasy range. Silver helms, Dragon Princes, Dark Riders etc. could give you some interesting head swaps or torso swaps as well.
I'm considering painting my Empire army as pre-pre Heresy Imperial Fists.

I like the helmet aesthetic, but something about the abdomen on the Spellcrow ones seems unfinished to me, and they don't show the back. The torso seems to drop off like a bust sculpture.

id try forgeworlds shadow spectres as a starting point for your conversion . there prism lances would make nice laser lances . lots of ribbon you can position to give the feeling of movement . and finally love the helmet and body design just use biker legs and left arm and your done .

hope this helps what ever you chose would love to see picks of the finished models.

Shadow Spectres are a potentially interesting idea, especially if the torsos lend themselves to sitting on the jetbike legs. That'd be outside my price range most likely, but I'll keep an eye our on Ebay.

I have been thinking about this and here are some more ideas that may help. forge world do a shining spear exarch and a phoenix lord that you can buy individually they are about the 14 pound each mark last time I looked. that's close to what gw charge for a fine cast hero blister these days ish .
which could make trying one to see if it works for you a little more affordable. ( and no im not on commission )
what bikes are you thinking of using craftworld elder or dark elder . " personally I think with some minimal work the dark elder bike would look the better and help differentiate your shinning spears from your other jet bikes.
and lastly if you really wanted go the whole hog you could try using the dark elder venom jetbike ( just not use the more spikey bits etc ) then with a little trimming of the scenic base position the spectre in back so you get that hero in a chariot kind of look.
hope some of these ideas help if for nothing else you can rule out some things, you do not want to try. whatever you choose would love to see how it works out .

The Venom isn't a jetbike. It's a speeder.
Do yo mean Reaver jetbike?

I mean the venom dark elder transport thingy that looks like a fat elder viper. when I see that mini I just imagine an attack platform chariot style for a character. that wouldn't look out of place next to a craftworld viper.
and when I spoke about dark elder jetbike I ment the reaver bike that looks faster and more dynamic with the rider leaning foreward. you could make that look like the rider is couching his lance very nicely.
sorry if I caused confusion with using the wrong terms for the vehicles in question.
