What is folks experience with Forge World in tournaments? I've been playing 40K for about 5 years now and I've been to only one tournament where it was allowed. Is it still pretty rare or becoming more the norm to allow Forge World items?

It probably depends more on your local area than anything else. In Australia, for example, tournament organisers tend to be very lax when it comes to Forge World rules and models.
Personally, if I was running a tournament, I would let anything from Forge World to the new codex supplements through the gate. I don't want to restrict my sign-ups and limit the enjoyment of those involved.

Exactly, there are no hard and fast rules. The tournaments often have their own sub-ruleset which differs slightly from tournament to tournament. So what is legal in one might not be in the other.

Forgeworld typically needs umpire approval prior to the event in New Zealand. I've been using IA2 Mortis Dreadnoughts recently and have had no problems having them accepted.

95% of tournements i've been to allow FW
And guess what? Those comps are usually won by people that don't use any. People who "ban" FW for it being "broken" need to actually read the rules. They may have been a touch OP in the old days, but its a very different story now.
Except for Mortis Contemptors. They can suck a ****

It's becoming more common at the big tourneys in the USA.
Most events are evolving into "dual track" systems, where players pick whether they want the more fluffy tournament with softscores, hobby, painting and the like more heavily weighted along with battlefield performance. Forgeworld is becoming the norm for those.
Then you have the no holds barred hardcore events that are zero-comp and only battle points. Forgeworld shows up less often in those.
I like where it is going as it lets each attendee play the kind of game he/she wants, and get the type of tournament experience they are comfortable with.

Every event I've played thus far in 6th has allowed FW to one extent or another. Haven't had an issue yet really. Yeah, some stuff can be silly, but generally no more so than anything you'd find in a codex and fewer breakable options than in a codex as well generally.
I wish there was more allowance to use the FW lists (they're actually generally less open to abuse than the current codex+FW standard), but TO's generally seem to not want to bother trying to verify/read up on those so they're usually the one thing not allowed.
