When a guard multi-squad platoon deploys, it comes on at the same time but all squads can come on somewhere different?

As long as they are deployed at the same time, yes.

When a Guard Platoon enters from Reserve, it all enters on a single roll. If that is the basis of the original question, then the answer is they enter on a single roll but move on as multiple units. They do not necessarily deploy at the same time, particularly in Dawn of War.
