In the new Eldar Codex, the Remnant of Glory wargear - Mantle of the Laughing God - removes the IC special rule. It does not make you a Character.
This happens during the Army Creation.

So can this model ever join or even be deployed with a unit, or are they doomed to walk alone?
Fluff wise it makes sense that the model is alone and cannot join a unit.

They're doomed to walk alone, yeah. They can't join a unit, because they aren't an Independent Character. They can't be joined, either, because they're a unit that always consists of one model that isn't an Independent Character.

I note, though, that Mantle of the Laughing God doesn't take away the Character rule. So for instance, an autarch with the Mantle would still be a Character (see its Unit Type), even though it loses the Independent Character rule (see its Special Rules section). So you can still challenge and be challenged, for instance.

What if my Autarch keeps his/her Mantle in a bag and don't put it on until after I join a unit :D hehe

Yllandra! How many times must we go through this - the mantle of the laughing god is dry clean only!
