does this apply to Gun Emplacments . IE if i take fire dragons or reapers on a aegis defense line can the lasgun or quad gun be used by the exarch using the fast shot rule

I want to say yes as he is firing the gun as his weapon but not sure if that jives, and need to know as it will effect choice of gun on the defence line for a tourney i think 2x str9 ap2 at bs5 beats 4 tl str 7 esp since they ignroe jink save if from reapers on flyers

Yes, the gun emplacement counts as "his" weapon. Thus, an Icarus lascannon fired by an exarch with Fast Shot would fire two shots, while a quad gun would fire five.

Does template only means flamer-templates or does it include blast-templates ?

The things that blast weapons use are, technically, "blast markers." Template means only the teardrop-shaped thing.
