Well after reading the rumours on howling banshees and the comparison to slaannesh units which lower inititive this brings an question from me.

What happens to a unit that has its initiative reduced to less than 1 ie zero?

Do units using unwieldy weapons strike before them ?

Do units with zero initiative get to attack at all ?

Any thoughts ?

Doesn't matter any more, the latest FAQ sorted it

Page 2 – Modifiers
Change the last sentence to “A model’s Initiative cannot be
modified below 1, and no other characteristic can be modified
below 0”.

Yup, as magpie says. IIRC this was thanks to a Deamons unit causing a large negative modifier.

Without looking again wounds, toughness, and strength I know can be lowered to 0. If wounds can never be lowered to 0 than no one would ever die.

Modified not lowered, there's a difference.

No the key word is "below 0". 0 is not below 0.

All characteristics can be lowered to 0, aside from the Initaitve which cannot be lower than 1.

There is no issue here.
