Can you use this ability to give your shooting attacks an extra d6 armor pen?

The GK psychic power? Yes, seeing as it explicitly says you get an extra D6 for armor penetration.

No, you can not as the power is cast at the start of the Librarian's assault phase.

The way it is written you could add an extra D6 for a Krak grenade or Melta bomb attack.

Pretty sure that's not the RAI tho'
