My brother found his old WUlfen models recently, I was wondering if anybody had any suggestions for how to use them in a game, since they were released for 4th and don't have any current rules.

Use them for models with the Mark of the Wulfen upgrade?

I've heard an option to put them on termie bases or similiar size and run them as thunderwolves.

Mark of the Wulfen upgrades for squads, or Lone wolf mini's. It would be a bit of a stretch, but you could also use them as Wolf Scouts.
